中小企业技术创新和发展需要各级政府给予必要的扶持。目前急需建立宏观管理体系 ;法律体系 ;政策体系和社会化服务体系。
The technology innovation and development of small and medium-sized,enterprises need necessary support from governments of each level.Presently, the four systems urgently to be built up are as follows:the macro management system the legal system;the policy system;and the socialized service system.
