对我国当前财政、货币政策运用效果的思考

面对有效需求不足和通货紧缩的严峻局面 ,近几年政府采取了扩张性的财政、货币政策以刺激需求 ,但整体效果并不理想。这主要是因为体制性的障碍诸如国有企业并非真正成为市场经济主体、破产机制尚未形成 ,金融领域中政策性扩张与体制性收缩的矛盾 ,财政投资运用的计划性等因素抵消了政策效果。近期内短期性扩张政策应与长期改革、结构调整协调 ,创造让市场机制充分发挥作用的制度环境。

Faced with the serious situation of insufficient effective demand and deflation,our government in recent years has adopted the expansive fiscal and monetary policies to stimulate the demand and expand the economy。But the results are not quite satisfactory.The reasons are mainly the systems barriers,Such as:①The state owned enterprise is not the real market economy body,the bankrupt mechanism has not been established;②There exist contradictions between the policy expansion in the banking and the systems shrinking;③The fiscal investment is still based on planing.These factors counteract the policy performance.Therefore,the short run expansive policy and the long term reform and institutions reconstruction should be further coordinated and the systems environment should be created for the full play of the market mechanism.
