我国高等教育大众化的财政困境

The Finance predicament of popularization of chinese higher education

高等教育大众化是一种必然趋势 ,在这一过程中 ,财政自然要发挥重要作用 ,但仅靠财政投入来实现我国高等教育大众化是十分困难的。这一方面是因为我国财政不能提供高等教育大众化所需的足够资金 ;另一方面是因为我国三级教育经费结构已偏离了优化配置标准 ,需要进行调整 ,而这种调整又会加重高等教育大众化的经费压力。所以 ,我国高等教育大众化必须在充分挖掘财政潜力的基础上 ,更需要依靠市场的力量。

s:It is the growing tendency that the higher education be popularized.In this process,Finance should play important role.But it is too difficult that the popularization of the higher education in our country only depends on the input of public finance.On the one hand,it is because that public finance could not provides enough funds for the popularization of the higher education;on the other hand,there is the need for adjusting the three grade funds structure of education in our country,because it has been deviated from its best configuration,nevertheless,the adjustment will increase the fund burden of popularizing the higher education.So,the popularization of the higher education should be based on both dipping the latent power of finance and on the power of Market.
