承接产业转移背景下的大湘南开发研究

Practice and Exploration on Industrial Transfer In Southern Hunan

根据国家主体功能区规划和产业转移指导目录(2012版),湘南地区正面临新一轮承接产业转移、对接东盟的发展机遇。湘南作为湖南承接珠三角的前沿阵地,具有自身的特定情况,在取得成绩的同时也存在一些问题。在对大湘南承接产业转移实践进行调研的基础上,深入探讨了承接产业转移实践过程中存在的问题,并从生态红线视角重点对如何承接转移产业提出了一些对策,使各个区域、部门的联动协调实现更高的承接绩效,以促进大湘南地区经济更好更快的发展。

According to the main functional area planning and the transfer of industry guidance catalogue （2012 Edition）, southern Hunan is facing a new round of undertake industrial transfer, development opportunity docking asean. Southern Hunan as the frontier has its own specific conditions and achievements, while there are still some problems. Firstly, based on research in industrial practice to undertake in the south of Hunan, in - depth study of the existence of undertaking industrial transfer problem of the practice. And from the perspective of ecological red - line focusing on how to undertake the transfer of industries and puting forward some countermeasures, make coordi- nation in all regions, departments implement undertake performance higher, in order to promote economic develop- ment better and faster in Broad Southern Hunan.
