作为西方最古老的社会意识形态,自由主义以自由与平等的理念始终影响着美国基础教育政策的发展。在自由主义与保守主义两大社会意识形态的相互影响与变迁下,美国基础教育政策在"自由"与"平等"两个价值追求中钟摆式前进,并最终形成以"公平"为价值目标、"效率"为价值手段的"全面优质教育"理念。
