The Governance Framework of the Emergency Network Organization Based on the Dichotomy

在应急网络组织治理内涵的基础上,就如何实现对应急网络组织进行治理的问题给出解决思路与方案。提出基于应急网络内各异类行为主体之间复杂的联结关系、频繁的互动过程与显著的集成效应的三维治理逻辑。将应急网络中所有成员组织进一步分为应急主导组织和应急支持组织两大类别(简称为二分法),分析基于二分法的治理逻辑及治理关系,给出应急网络组织集成治理框架,并分析应急主导组织治理与应急支持组织治理二者间的关系机理。认为正式契约治理、非正式契约治理以及应急网络自身的自然属性和社会属性带来的社会资本治理等是应急网络中所有成员组织及其关系治理的主要手段。在应急网络集成治理框架中,二者相互协调与默契配合,这样才能提高应急网络组织整体的治理效率。借用数理模型分析的方法来考察应急主导组织治理与应急支持组织治理两者协调互动关系对整个应急网络组织治理效率的影响,勾勒出应急网络组织治理关系的全过程双箭击靶边图,认为不同阶段应急主导组织治理和应急支持组织治理应各有所侧重,以实现应急网络组织整体治理效率的提高。在基于任务导向的应急网络组织生命周期的基础上,从静态的视角分析二者协调的必要性。

On the basis of the emergency network organization governance connotation, the paper gave a solution to the ide-as and programs on how to achieve the emergency network organization governance, and proposed three-dimensional gov-ernance logic of complex coupling relations between the different actors emergency network, frequent interaction process and the integrated effect. The paper further divided all members of the organization in the emergency network into two broad cat-egories, i. e. emergency led organizations and emergency support organizations （hereinafter referred to as a dichotomy）. The paper also analyzed the logic of governance and the governance relationship based on the dichotomy, gave integrated governance framework of the emergency network organization, and in - depth studied the mechanism of the relationship be-tween the emergency dominant organizational governance and emergency support organizational governance. The paper reached the conclusion that the formal contract governance, infornlal contract governance, as well as social capital govern-ance brought about by the natural and social properties of emergency network were the primary means of emergency network to all members of the organization and its relationship governance. The paper raised that governance framework should be integrated with emergency network, both coordinated with the tacit understanding so as to improve the efficiency of emergen-cy network organization governance as a whole. By applying mathematical model to examining the interaction between emer- gency dominant organizational governance and emergency support coordination, and its influence on the efficiency of the en-tire emergency network, the paper sketched out the graph of double arrows hitting the target side of the whole process of the emergency network organization governance relationship, and concluded that the different stages should be focused on differ-ently in order to achieve the improvement of the efficiency of the overall governance. The paper also analyzed the need for coordination between the two from the perspective of the static based on the life cycle of the emergency task - oriented net- work organization.
