We must bring up and develop water market by fully using market mechanism for the purpose of realization of water resources optimal distribution. In line with market economic theory and characteristics of water market as well as past practice, a system which can trade water right and separate water right from land ownership must be set up, an impartial and independent management authority must be founded, regulations to protect interest (refer to interest of third party of which is harmed due to water right trade-off) as well as solving conflicts must be formulated, in order that an effective and fair water market can be established.
