浅谈水资源统一管理

Preliminary Discussion of Unified Management of Water Resources

我国水资源特点以及供需不平衡现状 ,充分说明我国是一个水资源短缺、生态环境脆弱的国家 ,也在客观上决定了我国实行水资源统一管理的必要性。实行水资源统一管理 ,算清水账是基础 ,管理体制是保障 ,水资源的合理有效利用是目的。水资源管理应逐步走向法制化和社会化 ,水资源分配管理应以流域为基础 ,逐步探索在水量分配的基础上建立健全水权管理体制。水价问题附属于相应的水管理和水分配体制 ,水价不应完全市场化 。

Characteristics and situation of unbalance supply and demand of water resources in China demonstrate clearly that China is a country of shortage in water resources and weak ecological environment, which determines objectively the necessity of unified management of water resources. Started with water inventory, water distribution, water management mechanisms, water price, water saving, water protection and water source development and other aspects, the relative issues about unified water resources management are studied in the paper, and some preliminary view of points are put forward.
