汕头市河玉围现代农业生态示范区总体规划研究

Overall planning of Heyuwei Modern Agroecological Demonstration Region, Shantou City of Guangdong Province, China

【目的】对地处汕头市濠江区河浦街道的河玉围地区的资源环境、农业发展、社会经济发展状况现状进行调查与分析评价,提出合理规划方案。【方法】对广东省汕头市河玉围地区进行实地考察,并对该地区原有的农业基础进行分析;运用生态学及生态经济学原理,制定发展规划方案。【结果】该地区拥有土地资源优势和综合区位优势,具备发展现代农业和旅游农业的基础和条件,但也存在农业生产模式落后、资源环境压力较大、农业基础设施建设滞后和土地集约流转不确定性等问题,制约了该区的发展,需要重新定位。【建议】针对河玉围现状及发展需求,提出"一岸、两轴、三心、四区"的功能区布局。同时提出了今后应重点建设道路设施建设工程、排灌设施建设工程、人工湿地污水处理工程、生产设施建设工程、江堤治理与绿化工程、接待及科研设施建设工程等六大工程,并提出制度保障、资金保障、防灾保障、土地使用保障等保障措施以保证规划区的顺利实施。

[Objective]By investigating and analyzing natural resource, environment, agricultural development and social-economic situation in Heyuwei enclosed tideland plot, Haojiang District, Shantou City, Guangdong Province, China, a rational overall planning scheme was proposed. [Method]The original foundation of agriculture development in Heyuwei area were analyzed through field investigation around the area. Based on theories of ecology and eco-economy, an overall planning was made. [ Result ]Heyuwei area had favorable land resources and good location, which were basic conditions for developing modern agriculture and tourism agriculture. However, lagged agricultural production mode, resource and environment problems, poor agricultural infrastructure construction, and uncertainty of intensive land use and transformation were the main limitation factors to agricultural development in this area. Reorientation was needed for achieving sustainable development. [Suggestion]A spatial structure of ＂one shore, two axes, three cores, four function zones＂ was designed based on the current situation and developing requirements. In future, six projects （road facility construction project, irrigation and drainage system construction project, constructed wetland project for sewage purification, production facility construction project, enbarkment governance and greening project, and reception and research facility construction project） must be mainly implemented. Institutional safeguard measures, financial safeguard measures, disaster prevention safeguard measures and land utilization safeguard measures must be made for this plan.
