Flood Control Strategies and Measures in the Lower Yellow River

通过对现状条件下黄河下游防洪体系建设情况的总结和对近年来治黄思路和战略布局的分析,确定黄河下游防洪的对策措施为:通过防洪工程控制大洪水、特大洪水、冰凌洪水;考虑洪水的资源属性和造床功能,充分利用中常洪水;通过水库群联合调度塑造人工洪水,减少水库泥沙淤积,扩大河道主槽行洪输沙能力;进一步提高防洪工程调控能力,加快堤防工程建设和河道整治步伐;搞好东平湖滞洪区和沁河下游工程建设。

In order to study the measures of flood control in the lower Yellow River, this paper summarized the flood control system construction un- der the current conditions of the lower Yellow River and analyzed the ideas and strategic layout of the Yellow River management in recent years. The measures of flood control in the lower Yellow River are： applying flood control projects to control big floods, catastrophic floods and ice floods; con- sidering the resource attribute and riverbed forming function of flood to fully use common and small floods; through the joint regulation of reservoir group to create artificial flood to reduce sediment deposition in reservoirs and enlarge the flood carrying capacity of the main channel; further impro- ving the regulation capacity of flood control projects, speeding up dike construction and river training and enhancing the constructions of Dongping- hu detention area and the downstream of Qinhe River.
