黄河下游滩区综合治理方案研究

Research on Yellow River's Downstream Floodplain Comprehensive Treatment Measures

在总结黄河下游滩区治理现状、存在问题及以往研究成果的基础上,提出了滩区综合治理的逐步破除生产堤方案、低标准堤防方案、分区运用方案,并从防洪作用、河道冲淤影响、投资及效益、运行管理、产生的社会问题、环境影响及方案风险方面,对3种方案进行了比较分析,通过3种方案优缺点的对比分析,最终推荐逐步破除生产堤方案为黄河下游滩区的治理方案。该方案可以更好地发挥宽滩区的滞洪沉沙作用,也有利于洪水的管理和调度,结合河防工程建设实现"稳定主槽,调水调沙,宽河固堤,政策补偿"的治河方略,为下游河道治理和滩区群众生产发展共赢创造条件。

On the basis of summarizing the treatment situation and the existing problems and the results of previous studies of the Yellow River＇ s downstream floodplain, three plans were put forward. At the same time, the three plans were compared and selected from the flood control effect, impact on river scouring and silting, investment and benefit, operation and management, procreant social problem, environment impact and meas- ure risk. From the merits and demerits comparison of the three plans, the optimal plan from the whole was selected. The selected plan is helpful for the wide floodplain to better play the role in flood detention and sedimentation and is helpful for flood management and operation, which is benefit for realizing the Yellow River harnessing strategies that is stabilizing the main channel, sediment-runoff regulation, keeping a broad flood plain with solid embankment and policy compensation with the flood control works building, and is good to make a win-win situation for production develop- ment and river regulation in the Yellow River downstream floodplain.
