Brief Analysis on Environmental Protection Objectives of Environmental Impact Assessment of Basin Comprehensive Plan

识别环境保护目标是流域规划环境影响评价的重点内容和关键环节。在建设项目或规划的环境影响评价中,环境保护目标包括环境功能保护目标和环境敏感保护目标。以黄河流域综合规划环境影响评价为例,在分析黄河流域主要环境特点和存在的主要环境问题的基础上,结合黄河流域综合规划的目标、总体布局、主要规划内容等,分上中下游不同区域,分别识别和筛选了黄河流域综合规划环境功能保护目标和敏感保护目标。

Identifying environmental protection objectives are key contents and steps in the environmental impact assessment of a basin comprehen- sive plan. Environmental protection objectives include functional environmental protection objectives and sensitive environmental protection objec- tives in the environmental impact assessment of plan or construction project. This paper had analyzed the major environmental characteristics and problems of the Yellow River basin. Combined with the objectives and contents of Master Planning of the Yellow River basin, it had identified and screened the functional environmental protection objectives and sensitive environmental protection objectives in different regions of the upper, mid- dle and lower reaches of the river.
