摘要
针对流域规划管理工作中存在的规划信息管理自动化程度较低、规划周期长、规划工作效率和水平难以快速提高等问题,通过基于时间维度的空间信息技术,建立时间和空间相结合的流域规划管理系统。流域规划管理系统运用计算机等高新技术,以数据库和GIS技术为手段,以时间为主线,对流域规划现状地形、影像及其各类经济社会和工程信息进行高效存储,依靠三维空间技术,对各种规划方案的专题图层和数据信息进行叠加和显示,可以为流域规划提供有效支持。介绍了流域规划管理系统数据库的设计和建立、基于GIS规划表现平台的设计和建设、规划管理系统的设计和开发技术。
For planning management existing in the management of river basin planning cycle is long, low degree of automation, plans for rolling problem such as the efficiency and level is difficult to be quickly improved, based on time dimension of spatial information technology, set up four- dimensional of river basin planning and management system. River basin planning and management system using computer and advanced technolo- gy, by means of database and GIS technology, the time as the main line, terrain, image about the present situation of river basin planning and all kinds of social economic and engineering information for efficient storage, rely on the three dimensional space technology, for a variety of planning projects, according to the superposition layer and the data information and can provide effective support for the river basin planning. The paper in- troduced the river basin planning and management system database design and building, based on the GIS platform design and building, planning management system design and development technology.
