Technical Methods of Survey on Soil and Water Conservation Measures

2010—2012年,我国开展了第一次全国水利普查水土保持措施普查。本次普查以县级行政区划单位为单元,由县级普查机构通过收集基础资料,进行数据分析,组织实施各个指标数据的采集,将各类水土保持措施分别汇总得到各类水土保持措施数据,经地(市)级、省级普查机构对数据的合理性进行复核论证后上报国家水利普查机构,国家普查机构进行全国水土保持措施汇总。在普查实施的各工作环节,制定了相应的质量控制方案,并施行严格的过程控制手段,保证了普查的数据质量。普查的时间节点为2011年,普查数据为2011年现存的正在发挥水土保持作用的措施数量。全面介绍了第一次全国水利普查水土保持措施普查的技术方法和质量控制规定,在总结经验的基础上指出了存在的问题,旨在为今后水土保持措施普查工作提供参考。

In the period of 2010-2012,China conducted the soil and water conservation measures survey of the first China Census for Water. The survey took administrative unit of county level as a unit. The survey office at county level was responsible for basic data collection,data analysis,collection of each index data and obtaining the data of soil and water conservation measures after gathering varies measures. It reported to the office of China Census for Water after reviewing and proving on rationality by the offices of prefectural( city) and provincial level and the office of China Census for Water was responsible for the collection of national soil and water conservation measures. It worked out a corresponding plan of quality control for each link of implementation and adopted restrict means for process control,guaranteeing the data quality of the survey. The time node of the survey was 2011 and the survey data was the measures that were playing functions of soil and water conservation in 2011. The paper comprehensively introduced the technical methods and regulations of quality control of the soil and water conservation measures survey of the first China Census for Water and pointed out existing problems based on summing up experience for providing references for the future survey.
