我国的市场监督管理部门较多、职能交叉、政出多门、效率不高 ,其原因与我国正处于改革的过渡时期有关。此外 ,从深层次讲 ,还在于 :监管职能的划分和机构的设置在很大程度上与权力分配、经济收益、人员安排、上下“对口”等因素相联系。为了使市场监管体制有效地促进市场经济的健康发展 ,应按照统一、权威、高效的原则 ,归并同一管理领域的相关部门 ,重构市场监管体制。

There are many market administrative agencies in China. Their functions and powers are not clear and definite, which results in multitudinous rules and inefficiency. The above problems can be attributed to the initial stage of the reform and some other factors, such as power share, income, personnel arrangement and post\|setting which should be geared to the needs of the higher authorities. In order to make the market\|administration system contribute to the further economic development, we should merge the agencies that have the same or close function in administration and reconstruct a better system with respect to the principles of unity, authority and efficiency.
