高校大型仪器设备效益考核中应注意的几个问题

针对目前高校大型仪器设备效益考核中存在的一些不足进行了探讨,提出高校大型仪器设备效益考核时应该考虑用户满意度和本科实验教学以及大学生科研训练等项目的参与度,还应注意通用型仪器设备和专用型仪器设备的差异,提出对专用型仪器设备应更加注重对学科建设和专业建设的贡献度,特别是标志性成果和对申报和执行重点重大项目过程中的贡献。认为机时考核权重应大幅下调,应通过工作量考核,即通过本科实验教学工作量、研究生实验工作量、年度样品数量等进行考核,避免无效开机,降低资源消耗和仪器设备的损耗。

Large-scale instruments and equipment are important hardware for research and teaching of high quality students for a college or university, and are important landmarks of the research level and educational standards of a college or university. Some shortages in the performance evaluation and assessment of large- scale instruments in colleges and universities （PEALICU） are discussed. It＇s pointed out that user/customers＇ satisfaction, undergraduate students＇ laboratory experiments, and students＇ research projects such as Student Research Training program, etc., should be included in the PEALICU. Furthermore, the differences between general purpose instruments and dedicated instruments should be considered. For dedicated instruments, more attention should be focused on their contribution to the developments of corresponding disciplines and specialties, especially on landmark achievements, such as the application and the implementation of high level research projects, etc. On the other hand, the weight factor of the running time of instruments should be greatly reduced. Instead of the running, time, the workload of an instrument should be considered, including lab work for utldergraduate students and graduate students, number of samples, etc. Idle working time should be avoided to reduce the consumption of resources, and reduce the wastage of instruments.
