On the Accountability System of Government Environmental Information Disclosure in China:Focus on the External Accountability Models of Public Participation

政府环境信息公开职责的履行,对于保障公众参与权的实现,建设阳光政府和法治政府意义重大。基于我国现行环境信息公开制度的缺陷和多元问责机制的弊端,通过构建以公众参与政府考评,行政监察专员和行政诉讼制度为主要内容的外部问责机制,真正地从法律上赋予并保障广大社会公众参与问责的权利是大势所趋。

In view of the system shortcoming of environmental information disclosure, it is the global trend that democratic supervision consist of evaluation by the public participation, ombusman system and administrative proceedings.
