我国公共体育场(馆)事业单位资产管理分类改革研究

Research on Asset Management Classification Reform of Public Sport Facilities Government-sponsored Institutions in China

公共体育场(馆)事业单位资产管理分类改革是一项系统工程。采用文献资料调研、调查和比较分析等方法,分析了我国公共体育场(馆)事业单位资产管理现状及问题;梳理了美、英两国公共服务机构资产管理和中国江苏、广东、湖北3省公共体育场(馆)资产管理的经验;明确公共体育场(馆)事业单位资产管理改革的基本原则和总体目标,即改革需分成3个阶段逐步推进:第1阶段是全面启动公共体育场(馆)事业单位资产清产核资工作,建立场馆资产数据库;第2阶段是在对资产分类的基础上建章立制,协同推进资产管理新模式的建设;第3阶段是持续推进资产管理改革并总结评价。提出改革措施:积极推进分类改革,明确公共体育场(馆)管理体制;改革体育国有资产管理体制,明晰公共体育场(馆)产权;转变经营理念,完善资产管理运行机制;加强赛后利用,提高资产使用效率和效益;防范资产管理风险,加快监督机制建设。

Asset management classification reform of public sport facilities government- spon- sored institutions is a systematical engineering. Using the methods of literature review, investi- gation and comparative analysis, this paper firstly analyzes the present conditions and problems of asset management of public sport facilities government-sponsored institutions, secondly re-views the experience of public service institutions＇ asset management in the United States and Britain, and exploration in Jiangsu, Guangdong and Hubei province and thirdly makes clear of general principles and objectives of reform, and points out three stages of reform as follows. Stage one is to start to check and ratify assets, and to create sport facilities assets database. Stage two is to establish regulations and rules, and to collaboratively promote the building of a new pattern of asset management. Stage three is to continue to promote reform of the asset management, summary and evaluate. Finally, in order to ensure public sport facilities govern ment-sponsored institutions asset management classification reform smoothly, it puts forwards some suggestions, including of actively promoting the reform of classification and making clear of public sport facilities management system, reforming management system of sports state-owned assets and clearing sport facilities property, changing operating ideas and improving as-set management operation mechanism, strengthening the post-games utilization and improving the asset application efficiency and effectiveness, preventing asset management risks and speed-ing up the construction of supervision mechanism.
