论政府信任的结构与功能

Exploring the Structure and Functions of Trust in Government

信任是公民与政府关系的核心。把握政府信任的现代内涵,应当超越仅仅将政府信任视为一种心理状态、态度选择和评估结果的静态视角,而真正凸显政府信任作为公民与政府交往关系的本质及其互动建构的过程。基于互动特征、公民导向与行动过程的视角,政府信任的结构可以区分为制度信任和个体信任、感性信任和理性信任、绩效信任和过程信任。政府信任的功能体现了信任作为政府治理的价值和工具所具有的积极效应,本文将政府信任的功能界定为:合法性功能、秩序建构功能、治理简化功能和民主发展功能。

Trust is the core of the relationship between Cluzens anu ulc g standing the connotation of trust in government in modern society, we should surpass the per- spective of the state, attitude and evaluation and focus on the interaction between the citizens and the government, as well as the communicative process. From the perspective of the mutual inter- action, citizen-oriented and communicative process, the structure of the trust in government can be distinguished into institutional trust and personal trust, emotional trust and rational trust, performance trust and process trust. The function of the trust in government reflects the positive effects as both the governance value and government instrument. This paper defines four func- tions of the trust in government： legitimacy-base, order-construction, governance-simplified and democracy-developing.
