预算是一个涉及权力、权威、文化、分配、协商一致和冲突的复杂程序,社会保障预算由于关系到各主体之间权威性资源分配的行动,政治性或者权力性要素必然发生。通过以美国的医疗保险改革作为社会保障预算政治分析的基本对象,从预算政治的视角讨论了改革过程中的基本政治语境、利益集团及预算主体的行为,认为合理的预算政治过程离不开完善的制度,这对我国当前的社会保障尤为关键。

Budget is a complicated process involving the power and authority, culture, distribution, consensus and conflict. Due to the authoritative allocation of resources, the political or power factor is inevitable in the process of the social security budget. According to the health insurance re- form of United States, the article discuss the basic political context, the interest group and the main budget behavior for the budget political perspec- tive. The article claims that the reasonable budget political process cannot do without perfect institutions so that we must improve the current law and system of social security.
