论提升基层医疗服务能力的困境

On the Dilemma in Improving Primary Health Service

各级卫生行政部门对基层医疗服务能力的提升,出台了不少政策,但有的政策未能取得良好效果,究其原因较为复杂,但与政策的可行性存在问题和基层医务人员缺乏热情存在很大关系。为此,制定切合实际的行政措施,采取有效的激励机制应成为推动农村卫生工作的关键要素。

In order to improve the primary health service, health authorities have issued policies at all administrative levels, but their effects are not always satisfactory. The two most important reasons out of the complex of policy failure are poor feasibility of policies and lack of initiatives from the grass-root health service providers. Therefore, adopting down-to-earth policy measures and establishing incentive mechanisms for ground level health workers should become the key factors for improving rural health service.
