发展中国家住宅合作社的演变和启示

Evolution of Residential Cooperatives in Developing Countries and Enlightenment

由于近年来我国住宅领域中政府和市场的双重失灵,对住宅合作社回归的呼声日高。选取印度、埃及、乌拉圭和南非等典型的发展中国家,总结这些国家住宅合作社的演变历程和经验教训,然后从法律法规、资金来源、管理架构、产权形式等方面,提出对我国发展住宅合作社的启示和对策建议。

Due to the government failure and market failure in housing area, housing cooperatives are expected to return in China＇s housing supply system. Several developing countries, namely India, Egypt, Uruguay and South Africa, are selected to summarize evolution and lessons of their housing cooperatives. Then, their revelations to China＇s housing cooperatives and proper policy suggestions are proposed, mainly on aspects of laws and regulations, fund raising, administrative framework, forms of organization and property rights.
