Emerging markets' national oil companies' operating conditions and strategic trends

摘要 以巴西国家石油公司等6家较为典型的新兴市场国家石油公司(NOC)为例,简要分析这类公司近两年特别是2012年以来的经营状况及战略发展动向。2012年,大部分新兴市场NOC的经营业绩出现了不同程度的下滑,但油气储量和原油加工量基本保持了平稳增长的态势。随着国际油气市场竞争加剧,多数新兴市场国家调整油气政策,增强了NOC在国内外的竞争实力。NOC及时调整未来发展方向与目标,采取了更加灵活多样的合作方式,进一步加强资源基础,同时加大对国内上下游业务的投资,以实现自身发展和国家经济发展的双重目标。 Recent years' operating results and strategic development at Petrobras and six other representative emerging market countries' NOCs, especially since 2012, are examined.Performance of most emerging markets' NOCs declined by varying degrees, but oil and gas reserves and crude oil processing volume basically maintained steady growth. Amid intensifying international oil and gas market competition,most emerging market countries have adjusted oil and gas policies and raised NOC competitiveness at home and abroad.In order to achieve the dual objectives of national economic development and their own development, NOCs are adjusting development direction and goals, and partaking in more flexible and diverse forms of cooperation to further strengthen the resource base, while simultaneously increasing domestic investment both upstream and downstream.
