摘要
当前,城市雾霾、洪水等自然灾害频发,城市生态安全问题已引起重视,并逐渐成为城市公共安全规划领域研究的热点。城市生态安全规划属于城市公共安全规划重要类型,城市生态安全矛盾问题具有普遍性,如资源枯竭与经济发展,生态危机与生态安全等,生态安全问题不断激化,严重影响了城市公共安全和和谐人居发展。论文基于可拓学的理论与方法,从大量的影响城市生态安全的矛盾问题界定入手,提出了城市生态元的概念与类型,建立城市生态安全规划问题的可拓模型与规划策略框架,利用可拓学解决矛盾问题的优势,尝试将城市生态安全问题转化为相容问题,为城市公共安全规划提供一个新的方法平台与解决手段。
At present, there are lots of urban smog, urban flood and other natural disasters, urban ecological security problem has aroused attention, and gradually becomes a hotspot in research of urban public safety planning. Urban ecological security planning belongs to the one important type of urban public safety planning. There is generality to contradictory problem, such as exhausted resource & economic development,the relationship between town and country, ecological crisis & sustainable development etc. Each kind of ecological contradictory problem is sharpening continuously, and affects the harmonious inhabitant environmental development of a city, Therefore it is urgent to study on the method with ecological contradictory problem and ecological planning theory. This paper focused on plenty of city ecological contradictory problems, based on the extension theory and methods, and put forward urban ecological element concept and type, established extension pattern and strategy framework of city ecological planning, took the advantage of Extenics to solve the contradiction problems, tried to transform urban ecological security problem into a compatible problem, offered a new method and solution means for city ecological safety planning
