优化流动人口服务管理的思考——基于对福安市的调查

The Consideration about Optimizing the Service and Management of Floating Population——Based on the questionnaire survey of Fu′an city

2010年11月以来以福安市公安局为主的流动人口服务管理部门,结合福安市流动人口实际,围绕着"拓展以房管人理念,实行流动人口服务管理网络信息化"的主线,确立以实际居住地址为主的"实有人口"管理模式。虽然取得一定的成效,但纵观福安市的流动人口管理整体体制,其本质上仍与大多数省市一样采用的是"治安管理拓展型"的管理体制,存在重管制轻服务,重直接管理轻社区参与,重经济利用轻社会融入和重强化政府管制力量,轻多元协同管理等问题。因此,必须创新流动人口服务管理体制,实现从"治安管理拓展型"的管理体制向"专业机构协调型"管理体制转变,以优化流动人口服务管理,提高流动人口服务管理水平。

Since November 2010,the floating population management department based in Fu＇an Public Security Bureau combined with the actual floating population of Fu＇an City,surrounded by the main line about＂extend the concept of managing floating population according to houses ,im- plement informationizing the network of floating population rs service and management＂, established ＂the real amount of population＂ management model mainly basing on the actual residence address. Although achieved certain effect, throughout the overall management system of Fu ~ an City floating population, it essentially adopt the＂public security management development type＂ management system which is still the same as most provinces and cities. It has some problems, such as attention to control and despising the service, attention to the direct management and underesti- mation of community involvement,puting emphasis on the economic exploitation and contempt of social inclusion, attention to enhancement of the government regulation^s forces and flouting multivariate collaborative management,etc. Therefore we must innovate upon the floating population service and management system and transit from ＂public security management development type＂management system to ＂professional institutions coordination type＂management system, in order to optimize service and management of floating population, improve its level.
