上海市城郊结合地区家庭医生责任制的实践与思考

Practice and Thought on the Family Doctor Responsibility System in Shanghai Outskirts Region

惠南社区卫生服务中心地处上海市城郊结合地区,于2012年试点推行家庭医生责任制,并基本完成预期目标。在工作推进过程中也发现一些问题,如居民签约依从性不高、服务内涵比较单一、缺乏有效的双向转诊机制和政策补偿机制不够完善等。为保障家庭医生责任制能够成功推行,建议加大家庭医生责任制服务模式的宣传、改变传统的医疗观念,加强全科医生的队伍建设,优化服务方式、适应居民需求以及建立健全保障机制。

Locating in Shanghai outskirts region, Huinan Community Health Service Center had performed family doctor resposibility system trial and basically completed the desired objectives in 2012. Some problems had been found in the process of advancing family doctor system, such as low inhabitants contract compliance, single service content, lack of effective two-way referral mechanism, inadequate policies compensation mechanism, et al. For the successful implementation of the family doctors system, it is suggested to increasepublicity of family doctors system to change the traditional concepts; strengthen the general practitioners team building; optimize service; adapt to the demand of the residents and establish policies support mechanism.
