农业发展背景下的社会保障制度分析——以新型农村养老保险为例

Social Security System under the Context of Agricultural Development——Based on the Case of New Rural Endowment Insurance

本文以新型农村社会保障制度为例,分析现在的农村社会保障制度仍然以城乡二元分离的思维范式为指导,没有与农业长期发展趋势相契合,不能适应农业发展的需要,并必然给财政带来巨大压力。必须打破城乡二元制度格局,突破以往对农村和农民的陈旧印象,以农业的长期发展趋势为背景,重构我国社会保障制度体系。

Based on the case study of new rural social security system, this study finds that the current system is still affected greatly by the paradigm of separating urban and rural areas, and doesn＇ t fit in with the needs and long term development of Agriculture, which will definitely put great pressure on finance. Therefore, the separation of urban and rural areas must be torn apart. The old and outmoded impression to rural areas and farmers must be changed. Chinese social security system must be reconstructed taking into account the context of agricultural long term development.
