摘要
本文以俄罗斯军方测试场地因吸烟引发大爆炸为背景，分析事故的特点及“三违”的内涵和成因，有针对性地提出了控制违章行为的措施，以避免和减少各类事故的发生，提高安全生产意识。
With the background of the Big Bany to the Russian military test site caused by somking, this paper analyze the characteristics of the accident, and three violations of the connotation and the causes of targeted measures to control illegal behavior, in order to prevent and reduce the occurrence of accidents to develop safety awareness.
