城市电网企业应急能力评估理念、指标及方法研究

分析了国内外应急能力评估现状,明确了城市电网企业应急能力评估涉及的相关概念,提出了城市电网企业应急能力评估理念,据此设计了应急能力评估体系,并且建立评估指标体系,通过算法明确各指标的权重,设定了各指标分值;然后,根据某城市电网实际,设计了评估方法体系,完善了城市电网应急能力评估程序,使之具备可操作性。研究成果为城市供电企业开展应急能力评估理顺了思路,提供了切实可行的方法。

This paper analyzes the present situation of emergency capability assessment research at home and abroad, defines and advances the related concepts of emergency capability assessment in city power grid enterprises, and de- Signs and establishes the index system of emergency capability assessment. The weight and score of each index are de- fined through the algorithm. According to the actual situation of city grid, the assessment method system is designed, and the operable assessment procedures are improved. The research and related outcomes provide a feasible way to carry out emergency capability assessment for city power supply enterprises.
