供电企业应急能力评估的探究

Emergency Capability Assessment of Power Supply Enterprises

通过为供电企业开展应急能力评估建立一个通用的体系结构,并设置一类、二类、三类指标,再结合供电企业应急能力建设的实际情况,确定应急能力评估指标体系中三类指标和指标的打分方式,通过客观、科学的评估来反映供电企业应急准备的状况,识别出其应急管理工作中较为满意和尚待改进之处,并通过对某供电公司实例评估,验证评估体系的有效性,从而来建立健全供电企业预警体系和应急机制,不断提高供电企业的应急能力。

A general system is establish for emergency capability assessment of power supply enterprises, in which in- dicators of three classes are set up. Then combined with the actual situation of emergency capability construction in a power supply enterprise, the three classes and the scoring of index are determined. Thereby the objective and scientif- ic evaluation can reflect the status of the power supply enterprise emergency preparedness, and identify the strengths and weaknesses in the emergency management. And the evaluation of an example power supply company has verified the validity of the assessment system. Therefore, the early warning system and emergency mechanism can be estab- lished in power supply enterprises, as well as their emergency capability can be improved.
