摘要 通过梳理现有国内外对网络组织概念的代表性描述,结合突发事件、应急的概念,对应急网络组织相关的概念进行界定,并归纳出应急网络组织具有组织管理的集中与分散性、组织结构的柔性与扁平性、组织能力的自我提升性、组织的学习与自组织性等一般属性和具有组织环境与结构的复杂性、组织运作的敏捷与高效性、组织资源的时效和共享性、组织运作过程的动态演进性等特殊属性。最后研究了应急网络组织的常态与战态相互切换机理,为后期研究应急网络组织的应急运作机理打下基础。 By combing the existing representation description of the concept of the network organization home and abroad, combined with the concept of unexpected events and emergency, the paper defined the emergency network organization concept, and summarized the the general properties of emergency network organization, such as the centralized and decentralized of organization and management, the flexible and flat of organizational skills, the self - improvement of organizational structure, the organizational learning and self - organization, and the special properties of the complexity of the environment and the structure, the agility and efficiency of organization operation, the timeliness and sharing of organizational resources, and the dynamic evolutionary of the process of organization operation. Finally, the paper studied the mechanism of switching between the normal state and the warfare state of emergency network organization, providing the foundation for the late research on the emergency operation mechanism of emergency network organization.
