医学进步促使医疗功能扩张,但医疗行业自律日益弱化。经济人假设是市场经济的基本假设,医生不会例外。医疗费用升高,居民与国家难以承受。发达国家提出了"管理式医疗",既管理医疗质量,又控制医疗费用,是政府多部门、内行与外行的协作管理,有助于构建大医疗服务体系。不过,要防止医疗管理行政化,"管理式医疗"需要时间的考验。

The technical progress in medicine helps medical capacity expansion, but the self regulation is dwindling. The hypothesis of economic man is the basic hypothesis in market ecnnmny and doctor is also not the exceptant. Facing with the oppressive increasing medical expense, managed care which can manage medical quality and reduce medical expense at the same time was presented in developed countries. Managed care is a coordinated management mode which can smoothly coordinate government departments, the professionals and mmprofessionals and can help buihting medical service system. It needs to avoid the administrativization of medical management and the impact of managed care should be tested by implementation.
