摘要 为了科学准确地反映水资源综合效益,基于突变理论、结合层次分析法和熵权法对研究区水资源价值进行评价分析,据此提出水价分摊系数模型。实例应用结果显示,辽阳等6个行政区域水资源价值达到Ⅰ级、水平较高,沈阳等3个行政区域为Ⅱ级、水资源价值水平一般;利用该模型计算出研究区各行政区划单方水价格较现行水价整体上提高,充分体现了研究区水资源的经济社会价值、生态价值和环境价值等,为有关部门完善和实施水价改革工作、促进水资源开发利用与经济社会协调发展提供理论依据。 In order to correctly reflect the comprehensive benefits of water resources, the catastrophe theory,entropy weight theory and analytic hierarchy process are adopted to calculate and evaluate the value of water resources in the study area. On such a basis, a model for sharing coefficient of water price is proposed. The results of case studies show that the values of water resources in 6districts including Liaoyang are high and reach grade I,and those in other 3 districts including Shenyang are moderate and reach grade Ⅱ. Furthermore, the calculated water prices per cubic meter in various districts by the model are higher than the exiting water prices on the whole, sufficiently indicating the economic and social value, ecological value, environmental value of water resources in the study area. This study may provide a theoretical basis for improving and implementing the water price innovation and promoting the harmonious development between water resources exploitation and economy and society.
