试析当代俄罗斯住房公用事业改革

当代俄罗斯住房公用事业改革是住房改革的重要组成部分。经过20年的改革,随着该部门固定资产的不断折旧,改革陷入困境。居民缴费逐年增加,而住房公共服务质量却未见改善,严重影响着俄罗斯居民的生活质量。借助于俄联邦执政当局颁布的有关住房公用事业改革的系列法律法规文件,考察俄罗斯此项改革的历程,分析改革成果、改革困境所在及其产生的原因和解决问题的对策,并对改革的未来加以展望,可以对我国的住房改革提供些许借鉴。

The reform of public housing affairs is one of the important components of housing reforms in contemporary Russia. Even though the reform has been proceeding for nearly 20 years, it still has been trapped into difficulty with the continuous depreciation of fixed assets in this sector. With the annually increasing payment by citizens on the one hand and declining public housing service quality on the other, the living standard of citizens has been seriously destroyed. Based upon a series of documents regarding public housing reforms issued by Russian authorities, this paper explores the reform process, analyzes the reform achievement and examines the difficulty, causes and corresponding solutions as well. Finally, the author forecasts the future of reform in order to provide some references for our reform in public housing.
