编辑改稿是对稿件进一步优化的过程,需从文稿内在的思想价值和外在的语言表达上进行全面把握;编辑改稿的最佳境界不仅是要"改对",还应该"改好",使其思想内涵得以升华;要走出观念误区和行为误区,避免"漏过错误"和"改正为误";要坚守"改必有据"的原则,明确编辑的权限、责任和义务,对作者、读者、社会和历史负责。

Editing and rewriting is a further optimizing process for manuscripts and should seize comprehensive- ly both from inner ideological value and external language expression of manuscripts; the optimum state of editing and rewriting is not only ＂revise to correct＂, but also ＂revise to perfect＂ and make its ideological implication subli- mate; must go out of concept misunderstanding and behavior misunderstanding, avoid ＂miss errors＂ and ＇＂ revise correct to wrong＂ ; be sure to insist on the principle of ＂must be reasonable for modifications＂ , clarify privileges, responsibilities and obligations of compiling, and be responsible for authors, readers, society and history.
