转变传统高能耗、高污染的经济增长方式,大力推进节能减排,发展以低能耗、低排放为标志的低碳经济,实现可持续发展,正在成为世界各国经济发展的共同选择。作为一个高能耗的国家,我们必须借鉴国外发达国家的先进的能源低碳化立法理论和实践经验,加快我国能源低碳化立法工作。英国、德国、美国和日本等发达国家在能源低碳化立法的方面经验丰富,成效显著,经过考察和研究,对我国有很多的启发。

Converting the style of traditional heavy energy consumption and heavy pollution economic increase, boosting energy conservation and carbon emission reduction, developing low-carbon economy marked with low energy dissipation and low emission and achieving sustainable development are becoming common choice of economic development of all countries. For a country of heavy energy consumption we must study advanced energy low carbonization legislation theory and practice of developed countries and speed up our country’s legislation of energy low carbonization. Developed countries such as England, Germany, America and Japan and so on possess experienced remarkable legislation of energy low carbonization which will illuminate our legislation by reviewing and studying.
