探究居住小区违法搭建的治理措施——以广州市为例

Research on Residential Community Illegal Constructions——Take Guangzhou as an Example

随着改革开放的不断深入,城市化进程越来越快,寸土寸金,受利益驱使,违法搭建现象屡禁不绝。本文例举了居住小区违法搭建的现状,分析了居住小区违法搭建产生和蔓延的各种原因,最后围绕完善法律法规的体系、下移执法的重心、加强各职能部门的联动、构建违法建筑的发现机制、强化违法建筑的查处机制、加大各方责任人的处罚力度诸方面探究了治理之策。

This paper analyzes the present situation of residential community illegal constructions, and discussion on the cause of spreading residential community illegal constructions, finally put forward six aspects of the manage- ment strategy：improve legal laws and regulations system, move down the center of gravity of the law enforcement, strengthening the linkage handling mechanism, and function of departments, constructing discovery mechanism, strengthen investigation and increase the punishment mechanism.
