Ways of and experience in speeding up the reform of the personnel system

摘要 人事制度改革是医疗卫生单位自身生存和发展的必然要求 ,亟待全面推进。作者分析了南京市近年来卫生人事制度改革的做法 ,即建立“卫生人才中心” ,推行人事代理制度 ,畅通出口 ;严格引进人才标准 ,严把入口 ,发挥人才资源最佳配置效益 ;干部能上能下 ,打破“铁交椅”。在人事制度改革中有 4点体会 :要解放思想 ,转变观念 ,形成良好的改革氛围 ;要齐抓共管 ,形成合力 ,为改革提供可靠的组织保证 ;要先易后难 ,循序渐进 ,使改革健康发展 ;要努力探索 ,不断提高 ,促进改革不断深入。 The reform of the personnel system, which is an inevitable requirement of medical and health organizations seeking survival and development, needs to be carried forward promptly. The paper makes an analysis of the steps taken by Nanjing City to reform the health personnel system in recent years and summarizes the experience obtained. The steps include: setting up the Health Talents Center, adopting the system of personnel agency and leaving the way out unimpeded; adopting strict standards for the introduction of talents and bringing into play the benefit of the best allocation of human resources; and getting rid of the practice wherein cadres, once promoted, are never degraded. The experience includes: liberating the mind, changing concepts and forming a sound environment for reform; making joint efforts and forming a cohesive force so as to provide reliable organizational guarantee for reform; proceeding in an orderly way and step by step so as to ensure the healthy development of reform; and making constant explorations and improvements so as to give impetus to the constant deepening of reform.
