2009-2012年衢州市国家基本药物制度实施情况分析

Analysis of the Status Quo of the Implementation of National Essential Medicine System in Quzhou City from 2009 to 2012

目的:为进一步实施国家基本药物制度提供参考。方法:收集衢州市所辖区、县(市)实施国家基本药物制度的各类资料,同时与市卫生局以及各级医疗卫生机构相关工作人员和患者进行座谈,了解实施的成效和存在的问题,并给出解决对策。结果:衢州市国家基本药物制度已基本建立。该制度实施后,"看病难、看病贵"的现象有所缓解,但实施过程中仍存在财政补偿机制不到位、基本药物品种不能满足实际需求等问题。结论:相关部门应进一步完善基本药物招标采购机制,建立长效、健全的补偿机制和激励机制,以确保国家基本药物制度能够顺利实施。

OBJECTIVE： To provide reference for the further improvement of national essential medicine system. METHODS： The related files were collected from area and county of Quzhou city to understand the implementation of essential drug system. The problems and suggestions were investigated by discussing with health bureau staff, medical staff and patients. RESULTS ： The national essential medicine system has been formulated in Quzhou city primarily. After the implementation of national essential medi- cine system, the phenomena of ＂the difficulty and high cost of getting medical service＂ has been relieved to some extent. There still are the following problems： financial compensation is not in place; the essential medicine is not enough. CONCLUSIONS： It is necessary to improve essential medicine bidding mechanism and establish long-auting prefect compensation mechanism and excita- tion mechantsm to guarantee the implementation of national essential medicine system.
