大学生村官期满分流及其路径研究——以苏北Y县为例

The Exit Flow and Development Path for College-graduate Village Officials Based on the Case of Y County in Subei Area

大学生村官期满分流是"流得动"出口环节的核心,它关系着大学生村官计划的健康持续发展。本文以苏北Y县为例,分析得出大学生村官期满分流出路表面通畅,但不同出路之间走向不平衡,存在暂时的留村任职、零星的自主创业、拥挤的公务员之路等隐性问题。为此,需要通盘考虑,严把选聘入口关的设计,夯实分类培养内容,强化考核筛选机制,拓宽后续发展出路,为大学生村官期满流动的制度设计提供经验参考。

The expiration flow is the core of social mobility link, and it relates to the healthy and sustainable development of college - graduate village officials plan. Based on the case of Y county in Subei area, the paper finds that the expiration flow has a smooth way apparently, but there is an obvious imbalance among different path. Also there are several hidden issues for college - graduate village officials like serving as village officials temporarily, starting their own business sporadically, entering for the national public servant examination competitively. To this end, we need to take all things into consideration, be strict in selection design, solid classification training contents, strengthen screening mechanism, and broaden the subsequent way. We hope that the expiration flow practice can contribute to social mobility system building for college -graduate village officials plan.
