摘要
近年来在城镇化和城乡一体化的推进过程中,城市规划和公民自身利益的黏着度提高,公民参与已进入与城市规划有关的公共决策的每一个领域。尤其是随着全媒体时代的发展与深化,公民参与的热情与网络舆论的热度巧合地集中在城市规划公民参与的活动中。城市规划参与的形式和途径呈现出新现象,这给规划决策带来了新挑战甚至是变革性的发展。本文通过分析全媒体时代规划参与的新特点和新挑战,诊断现有政府在城市规划参与中存在的问题,并提出解决问题的对策和建议。
During the course of urbanization and urban-rural integration in recent years, urban planning is growing more and more attached to interests of citizens. Hence, civil participation penetrates each field of public decision-making and city planning. Especially, with the development of omni-media, the enthusiasm of the civil participation has coincided with the lively internet public opinion in the urban planning participation. The new forms and channels of participation in urban planning have brought the challenge and even the innovation to the urban planning decision-making. By analyzing the problems in the city planning participation, the paper tries to put forwards and suggestions.
