摘要
结合北京地铁4号线PPP建设模式的特点,确定风险分担的原则,对特许协议中的风险分担情况进行分类。根据风险在各个阶段的表现形式,将北京地铁4号线的风险划分为政治风险、经济风险、环境风险、建造风险和运营风险5种主要类型。对北京地铁4号线风险分担的难点及风险分担基本程序进行分析说明,得出风险分担的结果,并进行定量化分析验证,为我国今后的轨道交通项目PPP建设模式决策的科学性和风险合理分担提供理论支持和实践指导。
Combining with the characteristics of PPP construction mode of Beijing Metro Line 4, the principle of risk share is determined, and the share status in the concession agreement is classified. According to the expression form of risk in each stage, the risk of Beijing Metro Line 4 is divided into 5 categories, which are political risk, economic risk, environment risk, construction risk and operation risk. The difficulties and basic process of the risk share of Beijing Metro Line 4 is expounded in this paper, after achieving the result of risk share, the result is taken quantitative classification and validation, which provide theoretical support and practice guidance for scientificity and reasonable risk share of PPP construction mode decision-making in further rail transit projects in China.
