内蒙古农业财政投入增长机制研究

Study on the Growth Mechanism of Fiscal Expenditure to Agriculture in Inner Mongolia

本文运用统计一般描述方法,对改革开放以来,内蒙古财政支农支出的绝对量与相对量进行分析,得出内蒙古财政支农支出的绝对量总体上是增长的,但增长速度相对不稳定;财政支农支出相对量逐年下降。根据这一现象提出提高财政对农牧业投入强度、灵活利用农业财政投融资手段扩大支农资金投入量等政策建议。

This paper analyzes the absolute quantity and relative quantity of fiscal expenditure to agriculture in Inner Mongolia since the reform and opening up by using statistical general description method, The results showed that the absolute amount of fiscal expenditure in Inner Mongolia overall is growing, but the growth rate is relatively unstable ; The relative amount of fiscal expenditure is decreasing year by year. According to this phenomenon, some policy recommendations such as improving financial input intensity of agriculture and animal husbandry, using nim- bly agricultural fiscal investment and financing means to expand the agricultural investment are put forward.
