摘要
社会转型期内,政策与制度的失调,民工子弟学校作为随迁子女教育途径的补充存在争议,民间资源匮乏和社会力量薄弱。农民工社会资本少等,导致农民工随迁子女在城市教育中的受教育权、个人全面发展、城市融入存在不同程度的权益受损。为提供随迁子女“平等但特殊”义务教育首先要探索合适的政策工具去满足随迁子女教育需求,其次要针对随迁子女服务需求的混合性和复杂性,引入市场和民间机制,在公共服务的供给参与方之间进行分工.探索满足随迁子女“平等但特殊”的城市教育需求之路。
At present, migrant workers' children cannot enjoy fully their rights to get compulsory education in cities, which hinders the children's all-round development and their fitting into cities. This is caused by the following reasons: 1. China is undergoing a process of social transformation and transition, hence, some old policies and regulations cannot keep up with the changing times. 2. It is still in dispute whether the schools opened exclusively for children of migrant workers is a supplementary path of education. 3. For the education non-governmental resources lack and common people rarely have a say in such a matter. 4. Migrant workers lack social capital. To supply the children of migrant workers with "equal but special" education, the following could be done. First, appropriate policy instruments should be explored to meet the children's educational need. Second, considering various and complex educational demand of migrant workers' children, a market sys- tem and non-governmental system should be introduced, which can clearly define the division between the sup- plier and the participant.
