中国区域碳排放绩效评价与差异分析 被引量:5

摘要 建立考虑资源禀赋限制的全要素指标体系,运用超效率DEA模型,对中国28个省(市、自治区)"十一五"期间碳排放绩效予以评价,在此基础上梳理各区域碳排放绩效演化特征,进而把握各区域内部及区域之间差异变化规律。研究发现:"十一五"期间,中国整体碳排放绩效保持较高水平,但提升速度相对较缓慢;三大地区中,东部地区绩效最高,西部地区提升速度最快;全国各省(市、自治区)间在2006—2009年差异较稳定,之后呈发散态势,东部地区与全国情况基本一致,中部地区发生α收敛,西部地区差异变动较大,三大地区间的差异变动较小。 Total factor index system which puts resource endowments limit into consider is established and super-efficiency DEA model is used to evaluate the carbon emission performance of China's 28 provinces and cities during the " Eleventh Five-Year" amt on this basis to combe the evolution characteristics of the regional carbon emissions performance, and then grasp the differences variation within the region and between regions. Studies found that during tile " Eleventh Five-Year", China's overall carbon emissions performance maintained a high level, but the lifting speed was relatively slow ; the eastern region had the highest performance of the three regions, and the western region enhanced the fastest; difference among provinces and cities was stable in 2006-2009, and then showed a divergent trend, the eastern region was consistent with the national situation, while the central region showed a convergence and the western region changed a lot, changes of the differences in the three regions was small.
