关于完善我国进出口检验检疫制度的思考

结合社会实践,分析我国检验检疫面临的新问题与新挑战,提出要加快检验检疫制度标准化的进程,促进有关检验检疫法律法规的完善,加强政策制度的建设,填补法律空白,弥补法律漏洞,提高政策执行的可行性与科学性;加大检验检疫部门的行政监管力度,做到科学监管、依法监管、人性监管;完善我国检验检疫机构的行政配置,提高检验检疫机构的职能设置与国际标准的融合度,进而推进我国检验检疫事业的可持续发展,维护国家在进出口贸易中的经济利益,捍卫国家主权与形象尊严。

Combined with social practice, analysis of the new problems and new challenges of inspection and quarantine in China, put forward to speed up the inspection and quarantine system standardization, improve relevant laws and regulations of inspection and quarantine, strengthen the construction of policy system, fill up the blank of law, legal loopholes, improve the feasibility and scientific policy implementation ; increase inspection and quarantine departments of administrative supervision, do the scientific supervision, supervision according to law, human supervision;improve the inspection and quarantine institutions of our administrative allocation, improve the fusion degree function setting and international standards of inspection and quarantine institutions,. Sustainable development and promote the business of inspection and quarantine in China, safeguarding national economic interests in the import and export trade, safeguard national sovereignty and dignity of the image.
