低碳城市建设的核心任务及法制应对

On the Core Task and Legal Handling of the Construction of Low Carbon Cities

本文旨在探讨低碳经济背景下的低碳城市建设与低碳法律制度完善问题。从"增加碳汇""、控制碳源"两个方面提出了城市绿化建设、改变生活方式、调整生产模式这三个建设低碳城市的核心任务,并针对这三方面提出完善低碳法律制度的对策建议。

This paper aims at discussing the construction of low carbon cities and the improvement of legal system for low carbon in the background of low carbon economy. From ＂increasing car- bon sink＂ and ＂controlling carbon source＂; three core tasks of constructing low carbon cities are proposed, including urban greening construction, the change of lifestyle, and the adjustment of production mode, and countermeasures of improving legal sys- tem based on the three tasks are also put forward in this paper.
