基本公共服务均等化的经济法规制研究

On the Regulation of Economic Laws on the Equalization of Basic Public Services

运用"需要国家干预说"的经济法理论,分析当前中国基本公共服务不均等的深层根源,指出城乡二元户籍制度、区域不协调发展及市场缺陷等是导致基本公共服务不均等最基本的根源。实现基本公共服务均等化的实质是需要国家干预。论述了实现基本公共服务均等化经济法规制的理论依据并对实现基本公共服务均等化经济法规制的具体路径进行分析。

By adopting the theory of government intervention in economic laws,this paper analyzes the fundamental causes of inequality of basic public services in China.It is pointed out that the most important root causes are the dual household registration system in urban and rural areas,the uncoordinated regional development and market imperfections.Therefore,to realize equalization of basic public services,government intervention is needed.Then the author explores the theoretic foundation and analyzes the concrete steps to realize the equalization of basic public services.
