我国合同能源管理(EPC)项目融资风险评价研究

Research of Financing Risk Evaluation of Energy Performance Contracting Project in China

合同能源管理是低碳经济发展过程中重要的市场化节能机制,然而在其市场化推广过程中,却面临着融资困境和巨大的融资风险。在对我国合同能源管理项目融资机制及模式进行分析的基础上,综合运用层次分析法和模糊综合评价法,对我国合同能源管理项目融资风险进行评价,以期为我国合同能源管理项目融资决策提供科学依据和参考。

Energy Performance Contracting （EPC） is an important market -oriented energy- saving mechanism during the process of low carbon economic development, however in the market promotion process, it faces with financing difficulties and huge financing risk. Based on the analysis of EPC project financing mechanism and mode, both the analytic hierarchy process and the fuzzy comprehen sive evaluation method are adopted to evaluate the financing risk of EPC project in our country,in order to provide a scientific basis and reference for Chinese EPC project financing decision.
