基于社会网络分析的城乡结合部社会管理中政府协同运行的关键要素识别——以湖南省湘潭市城乡结合部为例

On the Key Elements Recognition of Government Synergy for Social Management in the Rural- urban Fringe Based on Social Network Analysis——Taking Rural- urban of Xiangtan Fringe as an Example

城乡结合部问题多,社会管理难。为了加强政府在城乡结合部社会管理中的协同运行,对影响其协同运行的关键要素进行识别。使用问卷调查方法得出影响城乡结合部社会管理中政府协同运行的18个要素,并运用社会网络分析方法对18个要素进行定量分析。结果显示,社会基础设施、区域划分、经济发展水平、组织目标、组织职能、人才保障、制度保障和信息技术保障等8个要素为影响城乡结合部社会管理中政府协同运行的关键要素,从而提出推进城乡结合部社会管理中政府协同运行的建议。

There are many difficulties for social management in rural - urban fringe to deal with. In order to strengthen social management in the rural - urban fringe,it is very important to identify the key elements of government synergy for social management in the rund -urban fringe, h points out 18 ele ments which effect government synergy for social management in the rural - urban fringe by using the questionnaire survey and SNA method. The result shows the following, 8 elements, social infrastructure, organization of regional division, the level of economic development, objectives, organization, per sonnel security, system security and information security, which are the key elements of government synergy for social management in the rural - urban fringe. It puts forward some countermeasures on improving the government synergy for social management in the rural -urban fringe.
